ROLE AND RESPONSIBILITIES

The Technical Project Specialist position falls within the Center for Economic Research in Tennessee (CERT), the research arm of the Tennessee Department of Economic and Community Development. The Center for Economic Research in Tennessee (CERT) provides key research to support informed decisions and strategic competitiveness in economic and community development. CERT supports TNECD’s business recruitment and community development efforts through providing business intelligence, research for strategic initiatives and trends impacting economic and community development, and research for companies’ competitive relocation andexpansion projects. CERT also works with TNECD staff to set goals in alignment with the department’s strategic plan, track programmatic information within the department’s centralized CRM database, and report upon the department’s goals through dashboards and other methods.
The Technical Project Specialist is responsible for acting as a liaison between the Department of Economic & Community Development (ECD) and the Department of Strategic Technology Solutions (STS). In addition to supporting internal processes and programs within ECD:

• Assists in advancing the department forward through analysis and documentation of ECD’s data management practices using Client Relationship Management (CRM) system.
• Strategically evaluates the system’s contents and opportunities for enhancements that will best serve the department’s long-term objectives.
• Works with STS employees to implement development changes to CRM.
• Tracks requests through completion in CERT’s CRM master documentation file and Freedcamp to ensure test solutions work properly before going live in CRM’s production environment.
• Assists the department by fielding questions, requests for assistance, and recommendations regarding CRM.
• Participates in meetings, trainings and/or events regarding CRM development.
• Coordinates activities of CRM projects between ECD and STS such as project timelines and staff responsibilities (testing, training, etc.).
• Ensures CRM projects progress on schedule and complies with regulations and mandates for data entry requirements.
• Report any potential or current CRM projects and project needs to CERT and ECD leadership.
• Utilizes departmental data, along with SQL and Tableau skillsets, to build appealing visualizations for the department’s key performance indicator (KPI) platform.
• Compiles and analyzes data to provide answers to user requests. Creates custom reports to respond to requests.
• Queries databases to perform descriptive, predictive, and inferential statistical analyses.
• Maintain key data, including management of employer directories, company account records, project records, and company layoff/closure announcements.
• Builds custom views, queries, and dashboards to aggregate existing datasets for development of data visualizations.
• Provides technical assistance and analysis of data.
• Verifies the accuracy and validity of data entered in databases.

EDUCATION REQUIREMENTS AND QUALIFICATIONS:

Education:
• Graduation from an accredited college or university with a bachelor’s degree in economics, statistics,
applied statistics, mathematics, business, business administration, public administration, or public policy.
• Minimum two years full-time professional work in field related to research and analysis, such as statistical
research, market research, business or economic analysis, public policy research, or other related fields.
Master’s degree, exceptional internship or fellowship work may be substituted for full-time work
experience.

Preferred Qualifications:
• Aptitude with a CRM software system.
• Ability to utilize visual analytic tools like Tableau.
• Knowledge of SQL.
• Ability to utilize visual analytic tools like Tableau.
• Strong oral and written communication skills. A writing sample may be required.
• Mastery of Microsoft Office products (Excel, Access, Word, Outlook).
• Strong critical thinking and analytical skills.
• Attention to detail.
• Ability to work as part of a small team.
• Strong time management skills
