The pandemic challenged many workforce and economic development organizations to follow local labor market trends and to create responsive workforce services and strategy. A local office of economic development, a workforce development board, and a community college serving Placer County, California partnered to request research that described near-term impacts from the pandemic and mapped long-term workforce opportunities across the economy. The research aligned with governance boundaries and analyzed target industry sectors at the subcounty level using customized data pulls from the state’s labor market information shop.
The presentation will discuss the partnership configuration and client needs, and the methodological and data analysis approach that resulted. The discussion will include observations on challenges and opportunities of working in multi-stakeholder partnerships on workforce analysis and strategy, as well as reflections on the strengths and weaknesses of the approach and methods used. The office I oversee for the Greater Sacramento region is one of nine Centers of Excellence for Labor Market Research, a program of the California Community Colleges Chancellor’s Office. My office frequently partners with government, regional planning organizations, and industry and business groups to research and assess workforce opportunities for education, training, and workforce and business services strategy.
