Arlington VA – Keith Bailey is elected as the chair of the Council for Community and Economic Research (C2ER) for a term beginning July 1, 2024, through June 30, 2025.

Mr. Bailey is the Assistant Center Chief for Longitudinal Employer-Household Dynamics (LEHD) Research, Center for Economic Studies with the U.S. Census Bureau. Previously, he worked as Director of the Center for Workforce Information & Analysis (CWIA) within the Pennsylvania Department of Labor & Industry. He began his professional career with CWIA in the early 1990’s where his work focused on Bureau of Labor Statistics’ employer surveys. He led a team that defined the commonwealth’s industry clusters as well as cluster data tools still in use by local workforce development boards. Keith also served as the inaugural Pennsylvania New Hire Program coordinator following the passage of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.
