C2ER has developed a national database of state business incentives with profiles on more than 1600 programs. The database was designed to give economic developers a one-stop resource for comparing incentive programs.

Data provided in the database includes a fully searchable text description of the program as well as other program information. For instance, an economic developer might search for tax credit programs or loans in a neighboring or competitive state for benchmarking purposes. In addition, the database has a number of analytic descriptors designed to classify incentive programs. Here is a sampling of those classification schemes:

• Program Category – Tax, Direct financing, Indirect financing
• Program Type – Bonds, Grants, Insurance, Loan, Tax credit, Tax deferment, Tax exemption, etc.
• Geographic Focus - Enterprise, technology or trade zone or other geographic focus
• Business Need - Capital access, Facility/Site Location, Infrastructure, etc.

C2ER’s state economic development research offices are working with C2ER staff to maintain the database to ensure that it is continuously updated. The database is available only to C2ER Organizational members. Organizational membership rates are $500 per year and include:

• Electronic version of the Cost of Living Index
• All benefits of General Membership
